No, Blue Cross and Aetna would not likely be operating in Colorado.  And a  mandatory 10% tax leaves zero room for choice.  Either pay it or leave Colorado.  

It is unbelievable that administrative expenses will be held to to 3.8% when the Colorado Obamacare exchange costs over 4% and doesn&#039;t even process claims.  Medicare costs over $12,000 per person, every year.  A Colorado government scheme will be equally inefficient and expensive.
